Ethelyn “Penny” Barker Vance, 90, of Wheeling Island died Saturday, June 22, 2019 at Wheeling Hospital.
She was born July 2, 1928 in Bridgeport, OH, a daughter of the late Harry Amos and Ethel May Hedger Barker.
Penny graduated from Wheeling High School in 1947, and was a member of the First Presbyterian Church, where she taught Sunday School for many years, and served as an Elder and Treasurer of the Women’s Association. She was also a member of the board of Laughlin Memorial Chapel.
Penny was a member of AARP Chapter #824 Wheeling, The Monday Card Club, Thursday Music Club OPALS, The Happy Hilltoppers and the Island Seniors. She was an artist and former Secretary of the Valley Art Association. She loved music, knitting and reading. During her working career, she was employed in the main office of Hazel-Atlas Glass Co., to 1954, Investors Services to 1981 and retired from Hazlett, Burt and Watson in 1991.
In addition to her parents, Penny was preceded in death by her husband of 50 years, Charles “Sonny” Vance in 2001, 2 brothers; Richard Daniel Barker and M.M. “Budd” Barker, sister; Emma “Genie” Duffy and a niece; Lorna Long Thorn.
Penny is survived by her daughter, Erin Elizabeth Cuffaro and her husband Peter L., of Wheeling, her brother, Robert H. Barker of Las Vegas, NV, her granddaughter; Jessica Baker Bala and her husband Joseph, of Columbus, OH, her sister in law; Mildred Vance and many nieces and nephews.
Friends will be received on Wednesday, June 26, 2019 from 1:00pm until 6:00pm at the Altmeyer Funeral Home, 1400 Eoff St., Wheeling, where services will be held on Thursday, June 27, 2019 at 11:00am with Rev. Darrin Jones officiating. Interment will follow in Linwood Cemetery, Blaine, OH.
Penny’s family would like to thank the Welty Home staff, Dr. Angelo Georges, Pat Krause and the Wheeling Hospital 5th Floor nursing staff for all their care and comfort given to Penny in her time of need.

Dear Vance Family: Please accept my sincere condolences for your recent loss. I know that this is a difficult time for you and your family. In times like this, I find the bible to be of great comfort. Philippians 4:6,7 and Romans 8:38,39 are two scriptures that I find to be comforting. I hope they do the same for you. Again, I am so sorry for your loss.
